A package of temporary and limited measures is being introduced by the E.U. to ensure the basic connectivity of road freight and passenger transport in order to mitigate the most serious disturbances in case of Brexit without agreement.
On Friday, the Ambassadors of the Member States at the Permanent Representatives Committee of the European Council gave a mandate to the Romanian Presidency to negotiate with the European Parliament the provision to UK-licensed road hauliers and bus and coach operators of the ability to transport goods and passengers between of the UK and the other 27 Member States.
Rights granted under these measures will require equivalent rights from the UK to operators from the 27 Member States and be subject to conditions that ensure fair competition.
The interim measures, according to the Commission, will not affect any future negotiations with the United Kingdom.
The Regulation ceases to apply on 31 December 2019.
