Contract Cancellations and Immediate Impact

A central development is the termination of cooperation with Italian contractor Webuild. The $4.7 billion contract covered the construction of three dams and an artificial lake, with works already approximately 30% complete. NEOM exercised its right to terminate the contract “for convenience,” while providing for full compensation to the contractor. In parallel, cooperation with Eversendai for the steel structures of the mountain resort was also discontinued.

The Line:
Similarly, critical tunneling contracts awarded to Hyundai Engineering & Construction were canceled, as the project undergoes redesign at a reduced scale and with a more selective allocation of resources.

These developments have already triggered financial claims procedures and are adding uncertainty to project timelines.

  • Priority given to Oxagon: The industrial port of Oxagon is gaining prominence, as it is considered critical to strengthening the country’s logistics and industrial base.

NEOM’s restructuring is attributed to a combination of internal and external pressures. Rising material and energy costs, coupled with geopolitical tensions in the broader region, have significantly impacted global supply chains and overall project costs.
