The construction industry and the engineered stone processing sector in the United Kingdom are on high alert. The Health and Safety Executive (HSE) has launched an unprecedented campaign of targeted inspections, threatening immediate and definitive operational shutdowns for any construction sites and workshops that fail to comply with the strict prohibition on the dry cutting of engineered stone and quartz surfaces.
At the same time, the Department for Work and Pensions (DWP) has clarified its stance against mounting pressure to implement a blanket ban on these materials—similar to the model adopted by Australia. The government explicitly emphasized that a total ban “is not the right approach” to tackling silicosis in the country.
Immediate Shutdowns by the HSE for Dry Cutting
The HSE has announced a sweeping enforcement programme involving more than 1,000 targeted inspections across construction sites and fabricators throughout Great Britain. The primary objective is the total eradication of dry cutting, grinding, and drilling of engineered stone surfaces, as these processes release hazardous levels of Respirable Crystalline Silica (RCS) into the atmosphere. Inhaling this fine dust leads to silicosis, an incurable, progressive, and often fatal lung disease.
According to the Federation of Master Builders (FMB), HSE inspectors have been given clear instructions: any business caught dry cutting engineered stone will face an immediate Prohibition Notice, which halts operations on the spot without prior warning.
Brian Berry, Chief Executive of the FMB, warned of the devastating economic consequences that such sudden shutdowns could have on small businesses, citing delay penalties and lost contracts. However, he also stressed that many small contractors might not have fully grasped the severity of the new enforcement regime. “Silicosis is a completely preventable disease, and no one should put their life at risk simply by doing their job. The message is clear: comply now with wet-cutting techniques or face the consequences,” Berry stated.
The Alternative: Wet Cutting and Protective Measures
The HSE explicitly states that using water suppression to control dust during cutting, combined with specialized industrial vacuums (Dust Class H) and appropriate respiratory protective equipment (RPE) backed by face fit testing, represents the only legally compliant and acceptable working methodology.
Why the Government Rejects a Total Ban
While trade unions and certain health advocacy bodies are calling on the UK to follow Australia’s example—which implemented a complete ban on the use, manufacture, and import of engineered stone with high silica content—the British government is taking a different path.
The Department for Work and Pensions (DWP) issued an official statement noting that a total ban on engineered stone is not the appropriate solution. The ministry’s position is based on the argument that the health risk does not lie within the material itself once installed (e.g., as a kitchen countertop), but rather in the way it is processed and handled.
The government maintains that the existing regulatory framework under the Control of Substances Hazardous to Health (COSHH), coupled with rigorous enforcement of wet cutting by the HSE, is sufficient to protect workers. Furthermore, concerns have been raised that a universal ban would cause massive disruption to the housing and renovation markets, particularly at a time when demand for engineered stone remains high, and while the industry is already voluntarily shifting towards alternative products with ultra-low or zero silica content.
